This course systematically introduces fundamental theories and practices of health policy and healthcare management. Topics include health policy formulation process, health system organization, medical insurance systems, health economics fundamentals, hospital management, public health service management, health human resource management, health information management, health policy analysis methods, and health reform issues. Through case analysis and group discussions, students develop policy analysis skills and health management thinking.

Students design a policy effect evaluation plan for community hypertension prevention and control, a key public health issue. The assignment includes defining policy objectives and evaluation questions, selecting appropriate evaluation designs (such as quasi-experimental designs), determining evaluation indicators and data sources, developing data collection and analysis plans, expected outcomes, and policy recommendations.
