• 选择最优进入模式:基于企业战略目标、资源能力、目标国风险、市场规模等因素,使用决策矩阵或层次分析法(AHP)选择最优进入模式

The core task of this step is to analyze the international business environment, select target markets and assess market attractiveness. Includes macro environment analysis (political, economic, cultural, technological, legal, ecological), industry analysis, market potential assessment.

• Conduct PESTEL analysis: analyze target country macro environment from six dimensions: Political, Economic, Social-cultural, Technological, Environmental, Legal
• Assess market attractiveness: analyze market size, market growth rate, competitive intensity, entry barriers, profit potential, use market attractiveness matrix for multi-dimensional evaluation, conduct market potential estimation
• Conduct competitor analysis: identify major international and local competitors, analyze their strategies, strengths and weaknesses, market share, draw competitive landscape map, identify competitive gaps

Step 2
Entry Mode Selection & Strategy Formulation
The core task of this step is to select appropriate international market entry modes and develop international business strategy. Includes comparison and selection of export modes, contractual modes (licensing, franchising), investment modes (joint venture, wholly-owned, M&A).

• Analyze advantages and disadvantages of each entry mode: compare export (direct/indirect export), contractual entry (licensing, franchising, turnkey projects), investment entry (joint venture, WOS, M&A, greenfield investment) - their pros, cons, applicable conditions and risks
• Select optimal entry mode: based on enterprise strategic goals, resource capabilities, target country risk, market size and other factors, use decision matrix or analytic hierarchy process (AHP) to select optimal entry mode
• Develop international strategy: determine international strategy type (international strategy, multidomestic strategy, global strategy, transnational strategy), formulate product/service strategy, pricing strategy, marketing strategy, HR strategy

• Develop cross-cultural management strategy: design cross-cultural training programs, establish cross-cultural communication mechanisms, develop cultural intelligence (CQ), formulate cultural conflict prevention and resolution mechanisms, manage diverse teams
• Design localization strategy: product localization (adapt to local needs and standards), marketing localization (adapt to local language, culture and consumption habits), HR localization (local employee recruitment and development), supply chain localization

• Risk management system: establish international operation risk assessment framework, identify political, economic, foreign exchange, legal, cultural, operational risks, assess probability and impact, draw risk matrix
• Develop risk response strategies: formulate corresponding response strategies for different types of risks (risk avoidance, risk reduction, risk transfer, risk acceptance), design risk monitoring and early warning mechanisms, develop contingency plans

• Develop implementation roadmap: decompose international strategy into specific action steps, create timeline and milestones, clarify goals, tasks and responsible persons for each phase, prepare Gantt chart and implementation plan
• Design organizational structure and resource allocation: determine international business organizational structure (international division, global product structure, global geographic structure, matrix structure), allocate human, financial and technological resources
• Establish performance evaluation system: set key performance indicators (KPIs), including financial indicators (ROI, market share, revenue growth) and non-financial indicators (customer satisfaction, employee satisfaction, brand awareness), establish regular evaluation and adjustment mechanisms
