The core task of this step is to comprehensively diagnose the existing curriculum system, identify existing problems, and analyze improvement needs. Curriculum diagnosis is the starting point of curriculum development; only by accurately identifying problems can targeted improvement plans be designed. Tyler's curriculum development principles (objectives-content-methods-evaluation) provide a classic framework for curriculum analysis.
• Use literature research and comparative research methods to sort out development trends and best practices of similar curricula at home and abroad, establishing a reference system and ideal model for curriculum analysis
• Adopt multiple methods such as questionnaire surveys, interviews, classroom observation, and student work analysis to diagnose strengths and weaknesses of the existing curriculum from four dimensions: curriculum objectives, curriculum content, teaching methods, and evaluation methods
• Apply needs assessment models to analyze the relationship among student development needs, social development needs, and discipline development needs, determining the core direction and priorities of curriculum improvement

Step 2

The core task of this step is to establish new curriculum philosophy and construct a core competency-oriented curriculum goal system. Curriculum philosophy is the soul of curriculum, determining the value orientation and development direction of the curriculum. Core competency-oriented curriculum reform requires shifting from knowledge-based to competency-based, from subject-centered to student-centered.
• Deeply study modern educational concepts such as core competency theory, constructivist learning theory, and deep learning theory, and combine disciplinary characteristics and school reality to establish the core philosophy and value orientation of the curriculum
• Design a four-level curriculum goal system according to the hierarchical structure of "core competencies - curriculum objectives - unit objectives - lesson objectives", ensuring goal consistency and operability
• Apply Bloom's Taxonomy (revised version) and SOLO taxonomy to classify and hierarchize objectives, providing clear basis for teaching implementation and evaluation

Step 3
Curriculum Content Reconstruction and Unit Teaching Design
The core task of this step is to reconstruct curriculum content according to core competency orientation and design large-unit teaching plans. Traditional curriculum content organization centered on knowledge points is difficult to support core competency development; content reconstruction needs to be centered around big ideas, big tasks, and big projects. Understanding by Design (UbD) provides an effective framework for unit teaching design.
• Apply big idea curriculum design methods to screen and extract core disciplinary concepts, construct a curriculum content structure led by big ideas, and achieve content integration and structuring
• Adopt the three-stage model of Understanding by Design (identify desired results - determine acceptable evidence - plan learning experiences and instruction) for unit teaching design
• Design driving questions and challenging tasks in authentic contexts, integrating knowledge learning into problem-solving and task completion processes, achieving learning by doing, learning by using, and learning by creating

Step 4
Teaching Model Innovation and Learning Activity Design
The core task of this step is to innovate teaching models and design learning activities that promote deep learning. Core competency-oriented curriculum requires matching teaching method reform, shifting from teacher-centered "teaching" to student-centered "learning", from passive acceptance to active construction. Project-based learning, inquiry-based learning, and problem-based learning are worthy teaching models to learn from.
• Draw on core elements of teaching models such as PBL (Project-Based Learning), IBL (Inquiry-Based Learning), flipped classroom, and blended learning, and construct a school-based teaching model with disciplinary characteristics
• Design learning activities according to the process of "situation introduction - problem driving - inquiry practice -成果展示 - reflective evaluation", ensuring students go through the complete knowledge construction process
• Design diverse learning scaffolds, including cognitive scaffolds, metacognitive scaffolds, social scaffolds, and material scaffolds, to support deep learning for students at different levels

Step 5
Curriculum Evaluation System Construction and Continuous Improvement
The core task of this step is to construct a developmental and diversified curriculum evaluation system and establish a continuous curriculum improvement mechanism. Evaluation is not the endpoint of curriculum but an important means to promote continuous curriculum improvement. Core competency-oriented evaluation requires shifting from single paper-pencil tests to diversified evaluation, from focusing on results to focusing on process.
• Construct a "teaching-learning-assessment" integrated evaluation system, achieving alignment among curriculum objectives, teaching activities, and assessment tasks, ensuring assessment runs through the entire teaching process
• Design diversified evaluation methods, combining process-oriented assessment (classroom observation, learning portfolios, performance tasks) with summative assessment (paper-pencil tests, project成果, defense presentations)
• Establish a curriculum quality monitoring and continuous improvement mechanism, regularly collecting teacher and student feedback, conducting effect evaluations, revising and improving the curriculum, forming a PDCA cycle quality assurance system
