本课程系统介绍教育政策与教育法规的基本理论与实践。教育政策部分包括政策制定过程、政策分析方法、主要教育政策议题(教育公平、教育质量、教育改革、教育财政等)。教育法规部分包括教育法基本原理、重要教育法律法规解读、学校管理中的法律问题、学生与教师的权利义务、教育纠纷与法律救济。课程注重案例教学。

This course provides systematic coverage of educational policy and law. Policy topics include policy-making processes, policy analysis methods, and key policy issues (equity, quality, reform, finance). Legal topics include fundamental principles of education law, major education statutes, legal issues in school administration, rights and duties of students and teachers, and dispute resolution. Case-based learning is emphasized.

• 基于政策评估和政策变迁分析的结论,诊断政策存在的根本问题和深层原因,明确政策优化的方向和重点
• 运用政策规划的科学方法(头脑风暴、德尔菲法、情景分析、成本-收益分析等),设计多套备选政策方案,并对各方案进行可行性论证和比较分析

Step 1
Policy Issue Identification and Agenda Setting Analysis
The core task of this step is to identify educational policy issues and analyze the process and mechanism of policy agenda setting. Policy issue identification is the starting point of the policy process; many policy failures are already注定 at the problem definition stage. Kingdon's Multiple Streams Model (problem stream, policy stream, political stream) provides a powerful analytical framework for understanding policy agenda setting.

• Apply policy problem construction theory to analyze how educational issues are constructed as policy problems from three dimensions: objective social conditions, value judgments, and interest expression, identifying key actors and power relations in problem definition

• Examine interest game and value conflicts in policy formulation, analyze the demands, strategies, and influence of different stakeholders, revealing the power operation mechanism in policy decision-making

Step 3
Policy Implementation Tracking and Effect Evaluation
The core task of this step is to track the implementation process of educational policy and systematically evaluate policy implementation effects. Policy implementation is the key link transforming policy text into policy reality, and also a high-incidence stage of policy "distortion". Evaluating policy effects requires establishing a scientific evaluation framework and distinguishing different levels such as policy effects, policy outputs, and policy impacts.

• Apply policy implementation theories (top-down model, bottom-up model, interactive model) to analyze the organizational system, implementation mechanism, resource allocation, and implementation strategies of policy implementation, identifying obstacles and deviations in implementation
• Use the CIPP evaluation model (context, input, process, product) or Kirkpatrick's four-level evaluation model to establish a multi-dimensional policy evaluation indicator system

Step 4

Policy is not static but continuously adjusts and evolves in practice. Policy learning theory, advocacy coalition framework, and punctuated-equilibrium theory provide important theoretical perspectives for understanding policy change.

• Apply historical institutionalism and policy change theory to analyze the trajectory, stages, and动力 mechanisms of policy change, distinguish between incremental change and disruptive change, and examine the roles of institutions, ideas, and interests in policy change

Step 5
Policy Recommendation Formulation and Policy Scheme Optimization
The core task of this step is to propose targeted policy recommendations based on the previous analysis and design optimized policy schemes. The ultimate purpose of policy research is to improve policy practice; policy recommendations should not be empty slogans but should be scientific, feasible, and operable. Policy scheme design requires applying scientific methods of policy planning.

• Based on the conclusions of policy evaluation and policy change analysis, diagnose the fundamental problems and deep-seated causes of the policy, and clarify the direction and priorities of policy optimization
• Apply scientific methods of policy planning (brainstorming, Delphi method, scenario analysis, cost-benefit analysis, etc.) to design multiple alternative policy schemes and conduct feasibility论证 and comparative analysis of each scheme
• Propose specific policy recommendations and implementation paths, including policy goal adjustment, policy tool optimization, execution mechanism improvement, and supporting measure guarantees, forming a systematic policy optimization scheme
